Independent review of the project cost safety margin (“Sicherheitszuschlag”) for the Administrative Commission of the Nuclear Facilities and Waste Disposal Fund (STENFO) for Nuclear Power Plants in Switzerland, taking into account the total decommissioning and disposal costs

Project Description

The estimated costs for decommissioning and waste disposal of the Swiss nuclear power plants are reviewed and adapted every five years. These estimates (most recently totalling 23 Billion Swiss Francs in 2021) form the basis for calculating the provisions and funds contributions to be made by the waste producers. As part of the cost estimation process, independent reviews of the cost studies are required. Together with nuclear decommissioning experts at the Swedish power company Vattenfall, the ETH has been tasked with carrying out such an independent review for the safety margin (“Sicherheitszuschlag”) applied to the project cost estimates. Two further expert groups, one from Uni Basel and one from BG Engineering Consultants, are concurrently but independently working on the same review. These reviews aim to reduce the probability of project costs going over budget, thus mitigating financial impacts for the involved institutions and the public.
